Information Services Manager, Bristol, £50k - £60k plus 10% bonus This is a new role which reflects the need of the business to reposition the technology team to add a capability to create information systems and manage data on behalf of the business. This role will bring a set of new capabilities and competencies aimed at defining and managing sources of information and providing the means to better support business process and create good quality management information from existing and new sources of data. Core accountabilities The overall management of the existing and future information and data assets of the organisation. The design, architecture, performance and security of information systems across the business (whether supplied internally and externally). Management of technical, architectural and business analysis and technology resources, required to design and deliver information systems (delivered to Microsoft best practice) of the future. Definition of appropriate software development standards and process. Design and implementation of an appropriate of 'agile prototype' development process and the preparation of appropriate documentation. Management of third party development partnerships. Definition and management of an inventory of data assets, deployed across the airport. Management of business case required to fund the development of new information systems. Management of specialist roles reporting directly to the IS manager that include: - business analysis specialist, Database specialist, and a (Microsoft) technical specialist.Key Outputs/Results Introduction of organisational and process structure to support the delivery and management of new applications and information systems to the organisation. The introduction of an Agile (prototyping) development culture aimed at developing applications quickly. Success for this key role would include the central management of all data and information assets of the business and implementation of suitable process to ensure no systems can be purchased or installed, without the support of the Technology and Innovation team, or the ability to manage access to systems outside Identity management technology (Active Directory). The establishment of a business analysis capability which would lead the specifications of process change and new information requirements to underpin the delivery of new information systems from either internal or external sources. To ensure that the appropriate long term data management principals are embedded in to the infrastructure of the technology organisation, to support the efficient evolution of new data warehouses, data dictionaries and a strategy of user self-service for future information and KPI based reports. Essential Knowledge The core competencies for the role must include use of 'Agile' development and prototyping techniques. The job holder will have a deep knowledge of management information, the use of dashboards, KPI's and exception reporting, database structures and DataMart conceptual thinking, data dictionaries, end user development tools etc. The client has recently upgraded to Microsoft Server 2016 and Hyper-V. The ground work has been laid to deliver Azure cloud services in the near future. Current development plans will also see the implementation of a centrally managed Windows 10 and Office 365 desktop, supported by the use of Power BI and Tableau applications. What must the role holder have done before? Experience of managing expectations and priorities. After a period of orientation, the business would need to see a roadmap outlining the evolution of information systems across the business covering a 12 -24-month period. Experience of leading and establishing a new team would be relevant as this is a new function. Clear evidence and experience as a project manager and mentor to others needing to work in a project led environment. This role is central to establishing a step change in the use of technology to support the evolution of the organisation. The job holder needs to demonstrate the potential of information to inform as well as support change based on high quality data. The job holder must define and implement clear standards and policies for the use and management of data and information to assist the business to understand best practice. A track record in CRM, Business Intelligence, Microsoft technologies, change management, current data protection legislation is also required.
